This website provides information and updates on the development of the Winchester Transmission II Project.

The proposed Transmission Project will interconnect A NEW PHASE OF the Winchester Energy Facility to the Winchester Substation in Cochise County, AZ.

Project summary

The Winchester Transmission II Project is a proposed 230-kilovolt (kV) aboveground electrical generation-tie transmission line and 230-kV switchyard that would interconnect the Winchester Energy Facility to the Winchester Substation in Cochise County, Arizona. The line is anticipated to be approximately 16 miles long and will run from the project switchyard to the Arizona G&T Cooperatives’ side of the Winchester Substation. The Winchester Transmission II Project will be located entirely on lands owned and managed by the Arizona State Land Department; a Right of Way application for the Project is currently under review.

The Project plans to file an application for a Certificate of Environmental Compatibility (CEC) with the Arizona Power Plant and Transmission Line Siting Committee in April 2026 and the Line Siting Committee will evaluate the CEC application a a public hearing in June 2026. The Project Team is working with SWCA Environmental Consultants to prepare environmental studies for the Transmission project’s CEC application.

The Project team welcomes feedback from the community and is soliciting public and stakeholder input on the Transmission Project. There are several opportunities for you to learn about the project, both in-person and virtually. Below is a list of ways you can get information and share your feedback.

  • In-Person Open House on Tuesday. February 24, 2026 from 5:30 p.m. to 7:30 p.m. at the Willcox Community Center (312 W. Stewart Street, Willcox, AZ 85643).

  • Virtual Open House on Tuesday, February 24, 2026. A link to join can be found here. The virtual open house site will be available between February 24th and the date of the hearing in June 2026.
